This is my second try at responding. Sorry for the previous mess-up.
Any way, the truth is, an employee does not, by law, have the right to receive mail at work. And they have the right to restrict the personal phone calls received at work.
Furthermore, the behavior of the person you described is very weird. Employers have a responsibility to take seriously any stalking or otherwise harassing kind of behavior. If they are aware that this is happening, and if something violent were to happen to you, they could be legally liable.
I am not a boss or a real advocate of same, but I know that this kind of situation presents a messy problem for them. You should take it seriously and discourage this person from contacting you.
